MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 2017 <br />Dennis Unger, 2975 Walter Street, asked if this ghost lot area would be part <br />of the plat design. Mr. Lincoln stated they would go through this concept <br />plan process again if the east side were going to be developed, but there are <br />a lot of challenges to developing that eastern portion of the lot, and they <br />have no plans to do so at this time. <br />Dan Rydel, 980 Kohlman Court East, stated there have been a lot of issues <br />with weed growth in Kohlman Lake, and asked if there have been any <br />studies done on how the runoff from this development would affect the <br />lake. The City Planner stated that the City Engineer noted that most of the <br />engineering work is not done yet, but a series of ponds are shown that <br />would capture the site's water runoff. Mr. Nash stated that the ponds <br />shown meet the City's and watershed district's rules, and the water must be <br />treated before it runs off. The City Planner noted that generally post - <br />development runoff cannot be any higher than pre -development conditions. <br />Mr. Nash noted that this site will have ponds that treat the water. <br />Sue Unger, 2975 Walter Street, asked how big the lots really were on the <br />eastern side of the cul-de-sac, since they appeared to be very deep and <br />extend far into the wetlands. Mr. Nash stated that a wetland delineation <br />study was completed and approved by the watershed district. He explained <br />that they are proposing the lots on the east side of the street would extend <br />well into the wetlands, but there would be required buffer zones with signs <br />where the property owners could not encroach into the wetlands. <br />Frank Lockman, 1131 Lydia Avenue East, stated that in the last five years <br />there have been two attempts to eliminate some of the deer in the area. He <br />explained that he has several deer that go through his property, and he feels <br />that there should be another elimination effort before this development so <br />that the deer on this property don't starve. <br />Buesing asked what the Commission's next step is. The City Planner <br />stated that for a concept plan there is no formal action taken, and the <br />Commission only gives comments to the developer that will be passed on <br />to the City Council during their review on February 22"d <br />Beltmann stated that she wanted to point out that there are other properties <br />around this site that could be developed, and she wants to make sure that <br />the City is thinking about that when reviewing this proposal. She noted <br />that there has been a lot of development in the Labore Road area and the <br />City should be mindful of those impacts to the wetlands. Schletty-Flores <br />noted that she agrees about being aware of the development impacts to <br />wetlands and that it takes a long time for thein to rebound. <br />-3- <br />
