MINUTES CITY COUNCIL WORKSHOP MARCH 6, 2017 The Fire Marshal stated that Appendix H refers to a hazardous materials plan and hazardous materials inventory statements. He noted that it may be a little difficult to start, but would be very helpful for the Fire Department. The Fire Marshal explained that Appendix L would allow the City to require the installation of radio repeaters inside buildings where radio frequency may be limited or non-existent. He stated that the current radio system that the fire department and sheriff s department has will allow someone inside the building to talk to someone outside on a separate channel, but they could not communicate with dispatch. He noted there are several spots in the City that have poor radio coverage, sometimes even no cell coverage. The Fire Chief stated that the radio equipment they have now is what they have, and there are no improvements to the technology in the near future. He explained that if a responder was inside of a building with no radio coverage, they would have to switch to a radio channel that would only allow them to talk to the incident commander, and they would not be able to talk to other people in the building. He stated that the incident commander would have to be switching between radio channels to be able to talk to everyone on the scene and dispatch. He stated he would like these repeaters to be required at least in new buildings. Fischer stated that he had concerns about Appendices D and L since there is not a good answer for how to deal with them at this point. There was Council consensus to adopt all of the recommended changes to the Fire Code and other related code sections, along with all recommended appendices except for Appendices D and L.
