<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Planning Associate <br /> <br />DATE: March 7, 2017 <br /> <br />RE: 2940 Rice Street – PUD Permit and Text Amendment <br /> <br />Cummings Mobility is requesting a text amendment to create the possibility of a Planned Unit <br />Development Permit at 2940 Rice Street (currently All American Recreation property) as well as a <br />PUD Permit that would grant approval to allow a Motor Vehicle Sales Lot, Motor Vehicle Sales – <br />Indoor, Minor Automobile Repair, and accessory Outdoor Storage. They have been in business for <br />over 35 years and currently have three locations: Roseville, Albertville, and Burnsville. This location <br />would replace their Roseville location which they need to be out of by June. Cummings Mobility deals <br />specifically and only with the wheelchair and handicap accessibility component of the motor vehicle. <br />They are a specialty manufacturer that does the retrofitting of motor vehicles to add wheelchair and <br />handicap accessibility features. The do not deal in motor vehicles without this component or perform <br />auto repairs on any other part of a motor vehicle. However, since they are selling motor vehicles and <br />perform repair services on a component of the vehicle they are subject to State and City licensing <br />requirements. <br /> <br />Cummings Mobility will be purchasing the building from All American Recreation. All American <br />Recreation will then be moving in the rental space which was formerly the chiropractic office and <br />maintain the warehouse portion of the building for their inventory. No changes will be made with <br />Harold’s Shoe Repair and the barber shop. As this time, each of these tenants have committed to at <br />least a one-year lease. <br /> <br />Cummings Mobility’s business hours are Monday through Friday from 8 a.m. to 5 pm., and Saturday’s <br />by appointment only. Cummings Mobility anticipates eight employees working from the Little Canada <br />location. They are seeking approval for an Outside Display area of up to six new or used vehicles for <br />sale, preferably along Rice Street as shown on the site plan submitted. In addition, they will have an <br />Indoor Vehicle Display area for six vehicles. The vehicle service bays that are shown on the southeast <br />corner of the building will be for handicapped accessibility equipment repair on customer vehicles. All <br />of the manufacturing and installation for new handicapped accessibility equipment will remain at their <br />Albertville location. The Little Canada location will perform service and maintenance on accessibility <br />equipment on customer owned vehicles. As such, Cummings Mobility has provided a Service <br />Vehicles and Inventory Parking area in the rear of the building (east side) for up to eight vehicles. This <br />space would be considered outdoor storage and not parking by definition since the vehicles would <br />remain outside during non-business hours. Again, these are customer vehicles that are waiting for <br />service. <br /> <br />
