<br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: April 6, 2017 <br /> <br />RE: Little Canada – Franzen-Winter Townhomes <br /> Preliminary and Final Plat <br /> <br />FILE NO: 758.09 – 17.01 <br /> <br /> <br />Background <br /> <br />Todd Franzen has submitted documents for consideration of approval of a preliminary and <br />final plat for “Winter Estates”. The plat shows 16-unit base lots and one common lot that will <br />contain the driveways and green spaces for the project. This is an increase from the previous <br />plans showing 14 units. The applicant has addressed many of the concerns raised by staff in <br />previous versions, however, the changes to the plan require re-submission of some <br />documents to confirm compliance with those terms. As such, the project now requires <br />reconsideration by the City. <br /> <br />The following items were identified in the January 6, 2017 report prepared by City staff as <br />issues that needed to be addressed before final approval can be considered: <br /> <br />1. Final PUD plans are submitted verifying compliance with terms of the PUD approvals <br />granted by the City Council. <br /> <br />2. The City Engineer reviews the utilities and stormwater improvements, including the <br />drainage and utility easement, for compliance with City policy. <br /> <br />3. The applicant submits declarations documents for City Attorney review to ensure <br />adequate management and maintenance provisions for future owners and residents. <br /> <br />4. The applicant enters into a development agreement with the City ensuring <br />development consistent with the PUD and Plat approvals. <br /> <br />These issues will be addressed throughout the report.
