MINUTES PLANNING COMMISSION APRIL 13, 2017 Mr. Rupnow asked the Commission to clarify their feedback so they can solidify their plans for resubmittal. He stated that he needs to know what will be required for guest parking. He explained that the options are either a 30 foot wide street with seven on -street parking spaces, a 24 -foot wide street with four visitor off-street parking spaces, or leave the plan as is with a 27 -foot wide street with no on -street parking and no visitor off-street parking spaces. Kwapick asked if there would be any fencing along the north side where Quebec Court is. Mr. Rupnow stated the building in the northeast corner will likely be a walkout due to the existing grading, and there is already a retaining wall behind that building since Quebec Court is higher. There was consensus among the Commission for the parking requirements to have a street wide enough to allow seven or eight on -street parking spaces, and allow City Staff to decide what the street width should be. There were no additional comments from the public. Sandell recommended tabling action on the Preliminary & Final Plats at 2736 & 2744 Rice Street as recommended in the staff report until the applicant addresses the outstanding issues and submits an updated plan. Motion seconded by Kwapick. Motion carried 6 — 0. OTHER The City Planner reported that the Commission met with the City Council BUSINESS last night to discuss the process for completing the Comprehensive Plan Update that is due to the Metropolitan Council by the end of 2018. He explained that there will be time spent at all of the Planning Commission meetings working on this, along with a few joint meetings with the City Council.
