MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2017 <br />Mr. Rupnow asked the Commission to clarify their feedback so they can <br />solidify their plans for resubmittal. He stated that he needs to know what <br />will be required for guest parking. He explained that the options are either <br />a 30 foot wide street with seven on -street parking spaces, a 24 -foot wide <br />street with four visitor off-street parking spaces, or leave the plan as is with <br />a 27 -foot wide street with no on -street parking and no visitor off-street <br />parking spaces. <br />Kwapick asked if there would be any fencing along the north side where <br />Quebec Court is. Mr. Rupnow stated the building in the northeast corner <br />will likely be a walkout due to the existing grading, and there is already a <br />retaining wall behind that building since Quebec Court is higher. There <br />was consensus among the Commission for the parking requirements to <br />have a street wide enough to allow seven or eight on -street parking spaces, <br />and allow City Staff to decide what the street width should be. <br />There were no additional comments from the public. <br />Sandell recommended tabling action on the Preliminary & Final Plats <br />at 2736 & 2744 Rice Street as recommended in the staff report until the <br />applicant addresses the outstanding issues and submits an updated plan. <br />Motion seconded by Kwapick. <br />Motion carried 6 — 0. <br />OTHER The City Planner reported that the Commission met with the City Council <br />BUSINESS last night to discuss the process for completing the Comprehensive Plan <br />Update that is due to the Metropolitan Council by the end of 2018.
