<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis & Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: April 7, 2017 <br /> <br />RE: RFP for Parks Master Plan & On-Going Consulting Services <br /> <br /> <br />Staff has prepared a draft of a Request for Proposals (RFP) to aid in the selection of a consultant <br />to help us update our Parks Master Plan and to provide for on-going consulting services on an <br />“as needed” basis. This RFP helps us address one of our goals from the 2017 Goals Setting <br />process and it will also help us to address the completion of our Comprehensive Plan update due <br />in 2018. (I have attached the 2008 Parks Master Plan is attached for your review for comparative <br />purposes.) <br />Some keys considerations staff has identified to be addressed by the RFP are as follows: <br />• Update the trail system plan and distinguish between sidewalks, trails, on-street paths <br />(paved shoulders). As part of this component, we should determine the suitability of <br />paved shoulders as part of our trail system. Currently, a number of paved shoulder trails <br />are identified for future trail development. In staff’s opinion, some future trail <br />development as currently designated may prove difficult given existing development <br />patterns. Some examples are Labore Road, Arcade Street, and McMenemy Street. <br />• Creation of “Wow” factor facilities in Pioneer Park. <br />• Identification of new opportunities/needs given changing demographics and recreation <br />trends. <br />• Addressing current utilization of parks and facilities. <br />• Providing for a separate proposal for on-going consulting services. <br />The Parks & Recreation Commission reviewed the draft at their meeting of April 6th. The <br />changes they discussed have been incorporated into this revised draft. Based on those changes, <br />they recommended proceeding with the RFP process. <br />The Council should discuss the revised draft to ensure it meets your objectives. Your comments <br />on any changes you feel are necessary to the RFP document are welcomed. Based on your <br />comments, we can finalize the RFP to and commence the process. I believe there will be about <br />a dozen consultants who may be interested in this RFP. <br />
