This review includes, <br />but is not limited to the following: <br /> <br />• Parks & Recreation Vision Statement (attached to this document) <br />• 2008 Parks Master Plan (attached to this document) <br />• Trail/Sidewalk Plan (attached to this document) <br />• Parks Connectivity <br />• Community Redevelopment Area Master Plan <br />• Pioneer Park Design <br />• Ramsey County Parks and Recreation Master Plan <br />• Metropolitan Council Parks and Trails Plans <br />• Trout Brook Regional Trail Information as Prepared by Ramsey County <br />• City of Little Canada Budget relating to Parks and Recreation <br /> <br />At the conclusion of this information gathering process, the Consultant shall prepare an initial <br />report that identifies and summarizes issues and opportunities. That report will be presented <br />to the City Council, Parks & Recreation Commission, and the Little Canada Recreation <br />Association at a joint meeting for the purpose of developing an understanding of the City’s <br />sentiment towards the needs, desires, opportunities and constraints of City parks, <br />facilities and programs. <br /> <br />Task 2 – Public Engagement <br /> <br />The public engagement phase of this planning effort will evaluate and identify the <br />community’s vision for the City of Little Canada parks and trails systems as well as <br />perceived strengths, deficiencies, and opportunities. Particular emphasis must be <br />placed on utilizing a diverse array of outreach methods, expanding the overall number <br />of participants and age range of participants, facilitating participation by under- <br />represented populations (seniors, children, youth, young adults, families, ethnic <br />groups, low to moderate income neighborhood, etc.). The Consultant, through their <br />proposal, must be prepared to demonstrate how they will address this objective. <br /> <br />Task 3 – Revised Needs Assessment; Vision Development, Design Guidelines and <br />Implementation Strategy <br /> <br />The revised needs assessment, compiled after significant public input, shall address, but <br />not necessarily be limited to the following topics:
