5

the Master Plan process and submittal of the final plan is February 1, 2018.
• Provide hourly rates for all consultant staff members and sub-consultant staff
members who may work on this project.
• Provide a maximum “not to exceed” Professional Fee amount inclusive of all fees
and expenses to accomplish the work scope as proposed. If it is anticipated
the additional services may be necessary, please include a
description of those services and the basis for charges.
• Include a separate proposal for “On-going Consulting Services” as noted in the section
below.
• Proposals are due by 4:30 p.m. on Monday, May 1st, 2017. 12 hardcopies and an
electronic submittal are required.

ON_GOING CONSULTING SERVICES

The city is also looking for a parks consultant to provide on-going services relating to design
assistance or other general consulting work on an “as needed” basis. We would like the
proposer to include a separate proposal statement outlining personnel to be assigned, hourly
rates, and any appropriate explanation of services that could be provided. Ideally, we would
like a five (5) year lock for the rates proposed. However, if this is unrealistic, please provide an
alternative submittal with an explanation for the basis of your changes.

SELECTION PROCESS

City Staff will evaluate all proposals received and present the top three proposals to the Parks
& Recreation Commission that, in their opinion, best address the Master Planning process to
meet the City’s needs. The finalists will then be interviewed by members of the Parks &
Recreation Commission, City Council, and City staff.

The City reserves the right to select the proposal deemed to be in the City’s best interests
based on our sole judgment and determination. The City also reserves the right to segregate
the award for Parks Master Plan services and On-Going Consulting services if deemed to be in
our best interest.
