MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2017 <br /> <br /> - 2 - <br />The Associate Planner reported that the City Engineer reviewed the survey <br />and the six foot drainage and utility easements being dedicated around the <br />perimeters meet the requirement, but did recommend that a grading plan be <br />submitted to verify that the drainage from each lot will be contained within <br />the easements prior to issuing a new home building permit for parcel B. <br />She stated that the Public Works Director indicated that there are currently <br />two water and sewer connections to this property. She noted that a <br />condition of the approval is that Parcel B be subject to the City’s park <br />dedication fee of $3,500 payable at the time of construction. <br /> <br />Richard Demont, 177 Demont Avenue East, clarified that the person <br />buying the vacant parcel will be responsible for the building permit and <br />city fees. <br /> <br /> There were no comments from the public. <br /> <br />Sandell recommended approval of the subdivision of 177 Demont Avenue <br />East into two single family residential parcels, as presented and subject to <br />the conditions in the staff report. <br /> <br />Motion seconded by Kwapick. <br />Motion carried 6 – 0. <br /> <br /> <br /> The Associate Planner stated that Paul Johnson has applied for a simple <br />subdivision of 2586 Spruce Street from one parcel into two single family <br />lots. She explained that the property is currently occupied by one single <br />family dwelling with two detached accessory buildings. A fire occurred in <br />2016 which resulted in the death of the homeowner and caused significant <br />damage to the house. The City has been waiting for the property to <br />complete the probate court process in order for a family member to be <br />given title to the property. The Associate Planner stated that the applicant <br />has submitted a permit to Ramsey County Department of Health for the <br />demolition of all three structures, and he has indicated that if the <br />subdivision is approved, two new single-family dwellings will be built. <br /> <br /> The Associate Planner stated that the new parcels meet the lot size <br />requirements, and the survey shows six foot drainage and utility easements. <br />She noted that the Public Works Director indicated that there is only one <br />sewer and water connection available to the south lot, so the owner will <br />need to install another utility connection for the north lot. <br /> <br /> There were no comments from the public. <br /> <br />SUBDIVISION: 1 <br />SINGLE FAMILY <br />RESIDENTIAL <br />LOT INTO 2 <br />LOTS AT 2586 <br />SPRUCE; <br />APPLICANT: <br />PAUL JOHNSTON <br />
