STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Joel Hanson, City Administrator
DATE: April 21, 2017

RE: Solar Program

We have been awarded funding for a solar panel installation at the new Public Works Building. There
are essentially two options to proceed. One is we simply pay for the installation and obtain the
savings. (See Attachment #1). The second is a private investor pays the upfront investment, collects a
tax credit, the Made in Minnesota incentives, and gets the depreciation benefits. After 10 years, the
system is turned over to us and we get the full value of the energy savings (we only get partial value
over the first 10 years – See Attachment #2).

Also attached is additional information on the program put out by the Department of Commerce.

We have been assured that the roof top installation will not have any detrimental effects on the
building. We have also been told that if we need to reroof, the system can be temporarily removed and
then reinstalled without great difficulty.

While staff is not looking for a full commitment to proceed at this time, we want to make sure we are
addressing any concerns you may have. There may also be the opportunity to come up with a modify
investor program that could be better for us.

We should have a general discussion on this program and then the Council should provide any
direction they feel is appropriate.
