<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br />DATE: April 21, 2017 <br /> <br />RE: Solar Program <br /> <br /> <br />We have been awarded funding for a solar panel installation at the new Public Works Building. There <br />are essentially two options to proceed. One is we simply pay for the installation and obtain the <br />savings. (See Attachment #1). The second is a private investor pays the upfront investment, collects a <br />tax credit, the Made in Minnesota incentives, and gets the depreciation benefits. After 10 years, the <br />system is turned over to us and we get the full value of the energy savings (we only get partial value <br />over the first 10 years – See Attachment #2). <br /> <br />Also attached is additional information on the program put out by the Department of Commerce. <br /> <br />We have been assured that the roof top installation will not have any detrimental effects on the <br />building. We have also been told that if we need to reroof, the system can be temporarily removed and <br />then reinstalled without great difficulty. <br /> <br />While staff is not looking for a full commitment to proceed at this time, we want to make sure we are <br />addressing any concerns you may have. There may also be the opportunity to come up with a modify <br />investor program that could be better for us. <br /> <br />We should have a general discussion on this program and then the Council should provide any <br />direction they feel is appropriate. <br /> <br />
