These projects have <br />always included the replacement of damaged or severely settled curb and gutter to <br />improve and maintain drainage, but a majority of the curb is left in place. However, there <br />have been a few occasions where the replacement of curb and gutter in front of <br />driveways has been completed due to resident complaints of rough or abrupt access. <br /> <br />The first instance of driveway curb replacement was in 2010 on Ontario Road where <br />some residents voiced complaints about aggressive mountable driveway access while <br />others did not. In that instance a “Driveway Replacement Form” (see attached) was sent <br />out to all property owners and individual property owners could elect to have their <br />driveway access modified. By requesting this work the property owner agreed to pay for <br />50% of the curb replacement cost and 100% of associated driveway replacement costs. <br /> <br />Last year’s project included Aspen Circle, Morrison Street, and Demont Avenue, which <br />had some of the most aggressive mountable curb in the City. The aggressive and/or <br />poor driveway access was a concern of a majority of the residents in these <br />neighborhoods. Due to the aggressive nature of the accesses and the history behind <br />their construction the City Council approved correction of all driveway accesses along <br />the streets as part of the project and those costs were not assessed. <br /> <br />Vanderbie Street is unique in that it was improved to an urban section when all but the <br />middle west section of the street was developed. Therefore, barrier curb with driveway <br />depressions was used along a majority of the roadway, but mountable curb was used <br />along 9 lots in the middle of the street on the west side that were not developed at the <br />time. None of these 9 properties have expressed any concern with their access or a <br />desire to have these approaches improved so the current plans and proposed <br />assessments do not include any costs for this work. However, given that the City has <br />done access work on some rehabilitation projects in the past Staff felt it would be <br />beneficial to describe this scenario to the City Council prior to the work being completed <br />to determine if these properties should be approached regarding their access. <br />31
