MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2017 <br /> <br /> - 3 - <br /> The City Planner stated that this is the Winter Estates townhome <br />development on Rice Street that the Commission has previously reviewed. <br />He explained that there have been a few changes to the plan since the last <br />review. He stated that the face to face distance between the buildings is the <br />same, but the street is wider and the driveways are shorter in order to <br />accommodate on-street parking on the north side of the street. He noted <br />that the 28-foot curb to curb street width is adequate. The City Planner <br />stated that a more detailed landscape plan was submitted and the fence is <br />now shown along the south side, along with the trees for screening, but he <br />still has a few comments. He recommends additional shrub and tree <br />plantings around the stormwater pond to improve the aesthetics since it is <br />right on Rice Street, along with additional shrubs near the hammerhead at <br />the east end of the site to enhance this area. He stated that the City <br />Engineer’s memo notes a few small issues and a development agreement <br />will need to be approved by the Council. <br /> <br /> The City Planner stated that with the changes that have been made, Staff <br />recommends approval of the preliminary and final plats, subject to the <br />engineers comments. Buesing asked what the fence would be constructed <br />of. The City Planner stated that his understanding is that it would be a six <br />foot tall vinyl fence. <br /> <br /> There were no comments from the public. <br /> <br />Kwapick recommended approval of the Winter Estates Preliminary and <br />Final Plats for the 15-unit townhome development at 2736 and 2744 Rice <br />Street as presented by the City Planner, and subject to the conditions in the <br />staff report. <br /> <br />Motion seconded by Sandell. <br />Motion carried 5 – 0. <br /> <br /> <br /> The City Planner reported that the Planning Commission will adjourn to a <br />workshop to discuss the Comprehensive Plan Update. <br /> <br /> <br />ADJOURN There being no further business, Buesing adjourned the meeting at 7:53 p.m. <br /> <br /> <br /> Respectfully submitted, <br /> <br /> <br /> Heidi Heller <br /> City Clerk <br /> COMPREHENSIVE <br />PLAN UPDATE <br />DISCUSSION <br /> <br />PRELIMINARY & <br />FINAL PLAT FOR <br />A 14 UNIT <br />TOWNHOME <br />DEVELOPMENT <br />AT 2736 & 2744 <br />RICE STREET; <br />CASH FOR <br />HOUSES, LLC
