<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis & Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br />DATE: May 18, 2017 <br /> <br />RE: 2955/57 Arcade - Reroof <br /> <br /> <br />Roger Berres, owner of the above referenced property was in today and wants to get his duplex <br />re-roofed. He says it is leaking and causing damage to the structure. As you know, Mr. <br />Berres duplex is a non-conforming use that lapsed a few years ago. We had an agreement to <br />govern repairs to the structure to ensure everything was brought up to code, but Mr. Berres did <br />not agree with the pricing obtained through the Housing Resource Center for this work and <br />nothing proceeded. Our agreement with Mr. Berres is not in play because he has exceeded the <br />time limits it imposed for completion of the work. <br /> <br />Mr. Berres brought in a quote for re-roofing the duplex that is lower than what was quoted to <br />him in 2015 by HRC. Given that protecting the integrity of the structure should be a priority, <br />it seems reasonable to allow him to proceed with the re-roof on that basis with the <br />understanding he will work with us to revise the work scope for the remaining work and <br />proceed with repairs at his cost. We will likely have to have a new agreement to govern this <br />process and licensing of his rental unit. <br /> <br />The price for the work is $8,640 and that amount would be the sole responsibility of Mr. <br />Berres. The contractor his is proposing to use currently licensed with no violations. The <br />contractor will obtain a building permit from the City. The Building Official reviewed the <br />quote and felt it looked appropriate in terms of work scope. <br /> <br />Staff recommends we allow Mr. Berres to proceed with the reroofing his duplex to <br />protect its structural integrity and minimize any further damage to the housing units. <br />The City will bear no responsibility in the contractual relationship nor are we waiving <br />any rights we may have regarding the nonconformity that currently exists.
