STAFF REPORT TO: Mayor Keis & Members of the City Council FROM: Joel Hanson, City Administrator DATE: May 18, 2017 RE: 2955/57 Arcade - Reroof Roger Berres, owner of the above referenced property was in today and wants to get his duplex re-roofed. He says it is leaking and causing damage to the structure. As you know, Mr. Berres duplex is a non-conforming use that lapsed a few years ago. We had an agreement to govern repairs to the structure to ensure everything was brought up to code, but Mr. Berres did not agree with the pricing obtained through the Housing Resource Center for this work and nothing proceeded. Our agreement with Mr. Berres is not in play because he has exceeded the time limits it imposed for completion of the work. Mr. Berres brought in a quote for re-roofing the duplex that is lower than what was quoted to him in 2015 by HRC. Given that protecting the integrity of the structure should be a priority, it seems reasonable to allow him to proceed with the re-roof on that basis with the understanding he will work with us to revise the work scope for the remaining work and proceed with repairs at his cost. We will likely have to have a new agreement to govern this process and licensing of his rental unit. The price for the work is $8,640 and that amount would be the sole responsibility of Mr. Berres. The contractor his is proposing to use currently licensed with no violations. The contractor will obtain a building permit from the City. The Building Official reviewed the quote and felt it looked appropriate in terms of work scope. Staff recommends we allow Mr. Berres to proceed with the reroofing his duplex to protect its structural integrity and minimize any further damage to the housing units. The City will bear no responsibility in the contractual relationship nor are we waiving any rights we may have regarding the nonconformity that currently exists.
