• Consider options for pedestrian crossings over major freeways – where connections are most <br />important, design elements, issues, etc. <br />• Support transit at existing levels, to address Metro transit cuts in some areas; <br />• Pursue options for green space preservation on both public and private property; <br />• Understand options for alternative energy development and create clearer City policy in this area; <br />• Examine impacts of trail development, and multi-modal use of trails; <br /> <br />2030 Goals and Policies <br />The Future Land Use Plan is designed to accomplish the established goals and policies for land use <br />planning through 2030. The Plan allows for private property owners to make reasonable use of their <br />property, within the context of changing markets and existing public infrastructure including streets, <br />sewer and water and stormwater control. As new development proposals come forward and public <br />investment needs and opportunities arise, long term planning goals must be considered together with <br />current conditions in order to determine the most efficient and effective provision of City services. <br /> <br />Goals and policies for the City’s Land Use Plan, shown in the following subsections, are generally <br />to maintain and enhance existing uses and allow for sensible redevelopment of underutilized and <br />deteriorating sites. <br /> <br />The following are general goals and policies for all land uses: <br /> <br />Goals: <br />1. Maintain a cohesive land use pattern which ensures compatibility and functional relationships <br />among land uses. <br />2. Preserve and protect property values. <br />3. Enhance and ensure proper protection natural environment features. <br />4. Investigate and utilize public financing alternatives to assist private interests in development, <br />redevelopment or rehabilitation efforts when City objectives are furthered in exceptional <br />ways. <br />5. Prohibit over-intensification of land use development, that is, development which is not <br />accompanied by a sufficient level of supportive services and facilities (utilities, parking, <br />access, etc.). <br />6. Maintain and strengthen the tax base. <br />7. Where practical, conflicting land uses shall be eliminated through removal or relocation. <br /> <br />Policies: <br />1. All development proposals shall be analyzed on an individual basis from a physical, economic <br />and social standpoint to determine the most appropriate uses within the context of the <br />community as a whole. Development standards of the particular zoning district in which <br />the project is proposed shall be a starting point for evaluation of the project. <br />2. To the maximum extent possible, development policies and regulations shall be applied <br />consistently and uniformly. It is acknowledged that certain policies will not apply to <br />certain projects, or that within the context of the neighborhood, certain standards may <br />conflict. When there are conflicts, the City’s policies should be balanced and evaluated to <br />provide for the optimal outcome.
