2
Sixteen participants took part in this year’s goal setting session. 2002 through 2015 goal
accomplishments were reviewed with 65 goals accomplished over this period. (The completed
goals are attached for review.) We also reviewed the goals not yet accomplished.

Participants then offered their suggestions for additional goals that the City should accomplish
during the year 2016 and beyond. After the list of goals was established, the participants then
split the list into 7 tasks and 20 goals.

Each person ranked their top five goals from the list of 20 possible goals generated at this
workshop. The rankings assigned 5 points for the top goal priority, 4 points for the second, 3 for
the third, etc. Tabulations were done based upon the total points received for each goal as well
as the number of individuals voting for a goal. Tabulations were broken down by elected
officials, non-elected officials, and a total for all participants.

The City Council will review the goal listing and decide on a final program from which staff will
prepare action plans to accomplish these goals. The draft Action Plans will then be presented to
the Council at a later date for their review and input.

The goal setting session was adjourned at 7:20 p.m.

Past Goals Still Not Accomplished:

Fire Department Long-Term Strategic Plan (In process)
Shared Multi-Family Housing Patrol Position (Vadnais Heights not ready)
Funding for Rice Street/694 Bridge Project (On-going – working with Ramsey
County, Shoreview, Vadnais Heights, & MnDOT)
Complete Pedestrian/Bike Trail System (Waterworks RR Crossing Connection
completed in 2014)
Continue to Find a Hotel/Motel Project for Little Canada (Desired site not available)
Focus on Redevelopment (long-term)
Purchase remaining Round Lake Properties (Two purchased in 2015, one not yet
available and direction needed on one at east end of lake)
Complete Country Drive Redevelopment (Relative to hotel option and key parcel not
available)
Business Retention-Expansion Program
Update City Web Site
