Lake Street
The area available at the intersection of Lake Street and Lakeshore is the south
half of an extension of the Lake Street right-of-way which contains a storm sewer
line down to Savage Lake. The grade difference at this site is less than that at
Old County Road C and drops approximately 10 feet from the street down to the
Lake in approximately 150 feet. This would result in a constant grade of
approximately 6.6%. The grade would be about 4% flatter than the Old County
Road C location, but still would not meet an ADA grade of 5%. The driveway for
164 Lake Street would make it difficult to obtain additional distance to allow for
the construction of a gentler slope.

This site is located adjacent to Nadeau Wildlife Park on the south side of Lake
Street. There is no direct off-street pedestrian access to the Park or this street
corner, however parking is allowed on Lake Street and the Park does likely have
some resident use.

Summary
Of the two possible locations for an access to Savage Lake, the right-of-way off
of Lake Street would be the preferred option based on this cursory review of
access. While it does not appear that ADA accessible access can be achieved
at either site, the Lake Street access would be significantly less steep than an
access off Old County Road C. The proximity of Nadeau Wildlife Park and the
possible on street parking on Lake Street are added benefits of this location.

This review only looked at the ability to construct an access and its relative ability
to be used by residents. A large factor that is not addressed by this review is the
benefit a public access to Savage Lake would provide City residents. A request
was made to review the possibility of providing public access to the lake, but no
survey or citizen input has been completed at this time to determine the amount
of support or desire for this access. To our knowledge the Park Board has never
discussed the possibility of this access and the next step may be to have them
review the merits of this access and what use it could provide (i.e. a nature
overlook, water access to the lake, etc.).
