2 <br />PROJECT TIMELINE <br /> <br />It is the intent of the City, subject to the recommendations of the selected consultant, to have a <br />completed Parks Master Plan by February 1, 2018 which will become part of the City’s <br />Comprehensive Planning process to be approved by the Metropolitan Council. The overall <br />Comprehensive Planning project is being coordinated by Northwest Associated Consultants on <br />behalf of the City. <br /> <br />It is anticipated that a consultant will be selected by May 31, 2017. <br /> <br />KEY ASPECTS OF THE PROCESS: <br /> <br />In addition to the creation of an updated Parks Master Plan, this process must address the <br />following: <br /> <br />• As part of the update to the trail system plan, the City needs to distinguish between <br />sidewalks, trails, on-street paths (paved shoulders) and their relative suitability for use in <br />the trail system plan. Our current trail plan shows some on street trails utilizing paved <br />shoulders. In other cases where paved shoulders exist, the plan shows “future trail <br />development” as the objective. We need to define the situations where the use of on- <br />street trails is acceptable, develop a policy for continued use or conversion, and then <br />update the plan accordingly. <br /> <br />• Evaluation of current usage of park facilities and play grounds to help guide us in the <br />replacement, enhancement, or elimination of facilities. <br /> <br />• Use of the public engagement process to help develop a concept for the creation of <br />“Wow” factor facilities in Pioneer Park. <br /> <br />• Identification of new opportunities/needs given changing demographics and recreation <br />trends. <br /> <br />• Utilization of a public engagement process that includes participation from City Council, <br />Parks & Recreation Commission, City Staff, Little Canada Recreation Association, <br />community members, and park users. This process needs to encourage diverse <br />participation. <br /> <br />PROJECT TASKS: <br /> <br />Task 1 – Existing Conditions Inventory and Analysis <br /> <br />The Consultant, with the assistance of City Staff, shall gather existing documents and <br />information to gain a thorough understanding of Little Canada’s existing park and trail systems. <br />At a minimum, the inventory shall include the following: <br />
