STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bill Dircks, Public Works Director

DATE: May 4, 2017

RE: Gilbertson Field Improvement Update
As you are aware Gilbertson Field at Spooner Park is in need of some improvements. The Little Canada
Recreation Association has pledged to support the project with a yet to be determined amount of money
and the City has budgeted $35,000 for the work. As was discussed last year the infield area needs work,
the fencing and backstop needs to be replaced, concrete work is desired, and new bleachers have already
been purchased and will replace the existing bleachers.
City staff has been gathering quotes for the work so that the project will be ready to proceed once the
baseball season and Canadian Days are over. To date, the City has received a quote for the fencing for
both galvanized and black vinyl-coated fence. It is thought that the black vinyl will be a nicer looking
fence and really show the field as a spotlight field in the City. There is also a plan to add a yellow plastic
fence cover along the outfield fence for safety as well as aesthetic purposes. The black vinyl fence is
approximately $3100 more expensive than the galvanized fence at a total estimated cost of $24,000. The
LCRA has indicated that they are in favor of the black vinyl fence.
The City has also received two quotes for concrete work. Staff has proposed a menu of options so that
options can be eliminated if parts of the work are too expensive. Staff has requested pricing for adding
a ribbon of concrete below the new backstop as suggested by the fence contractor, pouring pads beneath
the bleachers, pouring concrete in the bench areas similar to the Pioneer Park setup, and pouring a slab
on the backside of the backstop to encase the irrigation manhole, drinking fountain, and provide a good
surface for the garbage and recycling cans. The total cost of the concrete work of the lowest quote so
far is $6115. Please see the attached diagram showing the proposed concrete work.
Staff had preliminary discussions with contractors for the infield work last fall and received one
preliminary quote of $12,000 for the work.
A new drinking fountain is also needed and they range in cost from $750-$4000. Staff will research
options and find the best one for the field.
The estimated cost of the project at this point is around $43,000. Ideally staff will find some lower
quotes for the infield work and the drinking fountain. The quote for the fencing is from a local contractor
who has been the low quote on other fencing projects in the City, and the concrete quote seems to be
pretty low. Staff will continue to solicit quotes and will present the final costs at a future meeting.
