MINU~res <br />CITY COUNCIL <br />FEBRUARY 27, 2002 <br />Fahey felt that the condition of the soils is a limiting factor on how the land <br />should be coned. <br />Johnson reported that they continue to attempt to get the soil information from <br />Twin Cities Testing. If Che information cannot be obtained, they will have <br />additional borings done. <br />Fahey stated that he would like the City Engineer's recommendation relative to <br />the issue of soil conditions on the Knox property and the construction methods <br />that would need to be used if the soils are poor. The City Administrator <br />indicated that he would have the City Engineer review the information and <br />make a recommendation for the practical future development of this site. <br />Fahey pointed out to Johnson that if he proceeds with the cost of additional soil <br />borings, he was doing so at his own risk, Council's consideration of this issue <br />should not be deemed as an indication that the Council will approve an outdoor <br />storage use for the site. <br />Scalze pointed out the discussion at the Planning Commission meeting about <br />indoor storage of Johnson's construction materials. Scalze noted thaC it is <br />expensive to store inside, and the fact that outdoor storage for Johnson was less <br />costly should be a factor in the Council's consideration. <br />Johnson indicated that he is motivated to generate the most economic value <br />{i om the site possible. I-Iowever, the reality of the situation is that the poor <br />soils will drive up construction costs to the point a project would not be <br />feasible. <br />Fahey stated that he was open to consideration of an outdoor storage use if the <br />City's engineer indicates that the soils are so poor that this is the only <br />economical use for the property. Fahey stated that he did, however, agree that <br />the highest and best use of the site should be maximized. <br />Scalze felt that a structural engineer should look at the site and soils <br />information and inform the Council as to the type of building that could <br />constructed on this property. <br />Mr. LaValle inu'oduced the following resolution and moved its adoption: <br />RESOL UTlON NO. 2002-2-38 - CONT/NUlNG THE PUBLIC HEARING <br />ON THE AMENDMENT TO T/fE ZONING CODE RELATIVE TO <br />l3US/NESS-WAREHOUSE (8-61~ ZONING D/STRICT UNTIL THE <br />MARCH 27, 2002 REGULAR COUNCH.
