MINUTES <br />PARKS & RECREATION COMMISSION <br />May 9, 2017 <br />important factor in her decision. The City Administrator agreed, noting all <br />aspects would need more specifics especially in regards to how Pioneer <br />Park and Spooner Park would fit into the big picture. Chair Miller asked <br />how the interview process would be structured. The City Administrator <br />stated he would like to have both the City Council and the Commission <br />participate in the interview through a joint interview process one evening <br />around 5:00pm before the end of the month. Horwath made a motion to <br />recommend the interview include the top four firms chosen by the <br />City Administrator and the Community Services Manager including <br />MSA, NAC, SEH, and WSB. Darling seconded the motion. The <br />motion was unanimously approved. The City Administrator shared <br />some potential dates with the Commission. He explained each interview <br />would take approximately 45 minutes. The Commission indicated <br />Thursday May 18th would be their first choice, Monday May 22nd would <br />be their second choice, and Wednesday May 17th would be their third <br />choice. Chair Miller noted Commission members who wouldn’t be able to <br />attend could read through the proposals and submit any questions they <br />have. Chu asked if the interview questions could also be sent out to the <br />Commission for review. The City Administrator said he would send the <br />questions to the Commission. Horwath noted the matrix was extremely <br />helpful in looking at the proposals. <br /> <br /> The Community Services Manager reported the Spooner Park playground <br />update has been postponed until after the Parks master Plan has been <br />finished, but explained he had gathered more proposals and met with local <br />students at the Arbor Day celebration about their favorite concept designs. <br />He explained 73 students chose between eight playground designs and the <br />vast majority chose option D the Game Time design. The Community <br />Services Manager stated the firms were asked to present an option to use <br />the existing container space and another option that included an expansion <br />of the existing space. The Community Services Manager noted he had <br />received several comments about the use that both Spooner and Pioneer <br />Parks are getting currently, and he explained staff would investigate that <br />further. Chair Miller agreed postponing the update until after the Parks <br />Master Plan would be best. Horwath agreed, explaining the WOW park <br />design at Pioneer should complement the Spooner Park Playground <br />Update and the plan would ensure this. He also commented that younger <br />children sometimes choose the popular vote by default, and it would be <br />good to have some sort of blind or ballot voting process. <br /> <br /> Waite explained athletic participation had decreased substantially in the <br />past two years, and he was unsure that a new playground would be used <br />by children in the area. He noted that the area was hidden from view and a <br />new playground could draw illicit activity. Horwath stated that Little <br />Canada Elementary and Children’s Discovery are close by and use the <br />playground.
