10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br />Item 10 - Fire Station and City Hall Lighting Plans <br /> <br />Memo <br /> <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: June 9, 2017 <br /> <br />RE: Fire Hall & City Hall Lighting <br /> <br /> <br />The expansion of the Fire Hall lot is progressing and as part of those improvements <br />modifications need to be made to the parking lot lighting. It was determined during the <br />design phase that the lighting would be completed as part of a separate contract and <br />those plans have now been completed and are attached. Three new LED lights will be <br />added to light the parking lot east of the building and it is proposed to replace the <br />existing light north of the building and the light at the lower parking lot with the same <br />LED pole and fixture being used for the new lights. All lights will be controlled by the <br />existing time clock and all lights will be fitted with a motion detector that will reduce the <br />light output when no movement is detected in the lot. An outlet will also be included on <br />each light pole. The northern most pole east of the building will be set up with additional <br />conduit for a security camera. The proposed budget for the Fire Hall parking lot <br />expansion included $15,000 for lighting and the low bid for the parking lot work was <br />below the estimated costs, therefore we anticipate this work can be completed within the <br />budget amounts. <br /> <br />In addition to the Fire Hall lights, the attached plan also includes modification of the <br />parking lot lights at City Hall. With a lighting Contractor already in town we felt this may <br />be a good opportunity to upgrade the lights at City Hall to LED as well. We are <br />requesting the Contractor provide pricing for providing and installing an LED retrofit kit <br />inside the existing fixtures and provide pricing for full replacement of the lights including <br />new poles and LED fixtures similar to the existing. LED lights are much more efficient <br />that the 250W metal halide bulbs that are currently being used and we are looking to see <br />if there are any incentive programs for converting these lights as well. <br /> <br />There are four double lantern lights providing illumination for the City Hall lot. The <br />lighting designer provided estimated costs of $750.00 per fixture for the lantern retrofit <br />kits and $1,400 for full light replacement, but the installation costs would be above and <br />beyond those numbers. The City Hall light work will be bid as alternates to the Fire Hall <br />lighting work and the City will be able to pick one of the options or delete the work <br />entirely from the project once bids are received. <br /> <br />We would recommend the City approve the plans and authorize staff to obtain quotes for <br />the lighting work. The costs will be reported to the Council for a final determination on <br />what portions of the lighting project should be constructed.
