STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Bryce Shearen, Parks & Recreation/Community Services Manager

DATE: June 23, 2017

RE: Pioneer Park Court Resurfacing

The Spooner Park Court resurfacing has been completed and staff has been receiving a lot of
positive comments as well as noticing many people utilizing the court for pickleball. The
remaining courts around the City are also budgeted to be resurfaced this year (Pioneer, Rondeau,
and Thunder Bay Park).

At the June 7, 2017 Parks & Recreation Commission Meeting, the Commission recommended
that the City utilize dual striping at the Pioneer Park Tennis Courts as well. Staff and
Commission members were impressed with the quality of work that was done at Spooner. Staff
was able to get a quote from Lee Sports Surfacing, LLC (the same company that did the
resurfacing at Spooner Courts) for the remaining resurfacing projects. The cost to resurface the
tennis courts at Pioneer Park is $15,750. Adding the additional striping for the pickleball and the
third color does not increase the bid amount. Only $7,500 was budgeted for the Pioneer Park
Sport Court Resurfacing.

In discussing this with the City Administrator, he informed me that we can accommodate the
additional expense in the General Capital Improvement Fund (#400) given the pending transfer
of excess General Fund reserves resulting for the solid budget results from 2016. We had
budgeted for a $150,000 transfer and the actual transfer can be at least double that amount.
(Note: The approval of the transfer will be presented at an upcoming meeting.)

Staff is recommending that an additional $8250 be allocated towards the Pioneer Park
Court Resurfacing to allow for dual purpose striping to accommodate the addition
pickleball play.
