STAFF REPORT

TO: Mayor Keis & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: July 7, 2017

RE: Dog Park on Roseville Area Middle School Property

As you know, we had hoped to establish a dog park at the Demont Hockey Rink located on the
Roseville Area Middle School property. Staff has met with School District representatives and
they were supportive of our request. They will be drafting a new agreement governing the City’s
usage of that area going forward. In the meantime, I asked them if we could get approval to
open the Dog Park as soon as possible given the fact summer is quickly passing by. As a
condition of that request, I indicated the City would defend, indemnify, and hold the School
District harmless from any claim resulting from the City’s operation of a hockey rink or dog park
at that location. (That is a term that would typically be in a usage agreement.) District staff has
agreed with that request.

Therefore, staff is recommending the City Council commit to defend, indemnify, and hold
harmless Roseville School District #623 from any liability associated with the City’s
operation of a hockey rink and dog park on their property located off Demont Avenue.
