10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452

Memo-070717-CC (Lighting Pre-award).doc

Memo

TO: Honorable Mayor and City Council Members

FROM: Lee Elfering, City Engineer

DATE: July 7, 2017

RE: Fire Hall & City Hall Lighting

As authorized by the City Council, we are currently obtaining bids for the installation of
parking lot lights at the new Fire Hall and also obtaining pricing for both the option of
retrofitting and replacement of the lights at the City Hall parking lot. Contractors were
given until the end of the day Friday, July 7, 2017 to submit bids and at the time of this
memo 2 bids had been received.

Based on the bids received it appears the construction cost for the lighting will be close
to the following:

New LED lighting at the Fire Hall $40,000.00
Retrofitted LED fixtures at City Hall $14,000.00
New LED lighting at City Hall $32,000.00.

The City’s 2017 budget included $245,000 for the expansion of the new Fire Hall parking
lot and some concrete repairs. The parking lot expansion (excluding lighting, irrigation,
and landscaping) was included and awarded as part of the City’s 2017 Street
Improvements bid for $143,000.00. The lighting costs for the Fire Hall are higher than
originally anticipated. However more lights were necessary based on the photo metric
design and the bids received to date appear to be competitive due to their close
proximity. Assuming standard City overhead on the lighting price listed and the parking
lot improvement number already approved there would be approximately $16,000.00
remaining for the irrigation and landscaping work for the project to remain at budget.

The improvement of the parking lot lighting at the City Hall lot was not included in the
original 2017 budget. However, staff felt it may be a good time to switch the lights to
more efficient LED fixtures at this point, due to the lighting work that is necessary at the
new Fire Hal..

We will be providing an addition to the agenda with a summary of the lighting bids
received and general thoughts as to the competitiveness of the bids. If you have any
questions please call me at (763) 780-0450 extension 3.
