Memo <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: July 12, 2017 <br /> <br />RE: Fire Hall & City Hall Lighting <br /> Bid Results & Recommendation for Award <br /> <br />Quotes were received through the end of the day Friday, July 7, 2017 for the lighting <br />work at the Fire Hall and City Hall parking lots. Our previous memo outlined the <br />proposed improvement options and two quotes were received for the work from the <br />following companies listed below: <br /> <br />Base Bid Master Electric Olympiatech <br /> Schedule 1.0 - Fire Hall Lighting $ 39,298.00 $ 39,850.00 <br />Schedule 2.0 - City Hall Lighting Retrofit $ 13,780.00 $ 13,800.00 <br /> Total $ 53,078.00 $ 53,650.00 <br /> <br />Alternate <br />City Hall Light Replacement $ 35,810.00 $ 31,870.00 <br /> <br />The two bids have been reviewed and appear to be competitive as there is very little <br />difference in the base bid amounts and relatively close Alternate pricing. Master Electric <br />Co., Inc. is the low bidder of the base bid project, but Olympiatech Electric would be the <br />low bidder if Schedule 2.0 is deleted and the Alternate is awarded. <br /> <br />In summary, the Fire Hall lighting is necessary to provide illumination of the new parking <br />lot and is included in the base bid. The base bid also included the installation of LED <br />retrofit kits into the existing light fixtures at City Hall. Under this option one light from <br />each pole would be removed and sent to the factory for kit installation, once returned the <br />fixtures would be reinstalled and the same process would be completed on the other <br />light fixture at each pole. The existing poles and outside portion of the fixtures would be <br />reused. The Alternate bid item consists of the full replacement of the light poles and <br />fixtures with new LED fixtures and poles. <br /> <br />It also appears that the City should receive a rebate from Xcel Energy for utilizing LED <br />fixtures at the sites. Based on the Xcel’s 2017 LED rebate sheet it appears the rebate <br />will be $50 to $100 per fixture. This rebate would be received after the lighting <br />installations were completed and the necessary forms submitted to Xcel Energy. <br /> <br />Due to the increased cost of the full replacement and the fact that the existing poles and <br />fixtures are in relatively good condition we would recommend award of the base bid to <br />Master Electric Co., Inc. in the amount of $53,078.00. <br /> <br />If you have any questions concerning this information, please call me at (763) 780-0450. <br />4
