MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 13, 2002 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was held on the 13th day of March, 2002 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor Michael I. Hanson <br />Mr. Lee Elfering <br />Mr. Greg Schroeder <br />Mr. Dennis Carson <br />Mr. Bob Grootwassink <br />Mr. Mark Hotzler <br />Mr. Paul Nolan <br />Mr. Brian Johnson <br />MARKET PLACE The purpose of tonight's workshop is to review possible development <br />DEVELOPMENT scenarios relative to the Market Place Shopping Center and Delonais <br />OPTIONS properties. <br />Discussion started with a review of potential locations for a new Synder's <br />Drug Store. Concepts previously reviewed had it located on the Delonais <br />property. The problem with these layouts was the lack of compliance with the <br />City's architectural guidelines. <br />An alternative location at the northwest corner of the Shopping Center property <br />between SAVE Foods and Rice Street was discussed. The positives of this site <br />were the elimination of conflicts between the drive-through window and public <br />right-of--way and the City's willingness to be more flexible with the guidelines <br />at this location given existing development patterns. The negative of this site <br />involves the existing mortgage on the Shopping Center and the potential the <br />owners would be forced to payoff the entire mortgage if the lender releases this <br />site for new development. <br />
