<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Members of the Parks & Recreation Commission <br /> <br />FROM: Joel Hanson, City Administrator <br />DATE: June 2, 2017 <br /> <br />RE: Parks Master Plan Update <br /> <br /> <br />After interviewing the four firms and some additional follow-up, the City Council selected SEH <br />as the consultant for the Parks Master Plan. (A copy of their proposal is included in the agenda <br />packet.) Mr. Robert Kost and Ms. Anna Springer will be present at Wednesday’s meeting to <br />“kickoff” the planning process with the Commission. They will also be attending the Pioneer <br />Park “walk-through” meeting prior to the regular Commission meeting. <br /> <br />Attached to this memo are nine questions they would like you to consider prior to Wednesday’s <br />meeting. They will lead a discussion to obtain your input on those questions and to review the <br />Master Plan process. Please review their proposal in terms of their scope of services and the <br />attached questions to enhance your preparation for Wednesday’s meeting. <br /> <br />Also attached to this memo is the proposed contract for consulting services. It consists of the <br />following documents: <br />• Master Agreement <br />• General Conditions <br />• Supplemental Letter Agreement <br /> <br />You will note that staff has made a number of changes to the General Conditions portion of the <br />document. SEH may want to make further revisions before this is in final form. We also <br />modified the Supplemental Letter Agreement to give us the option of hiring them as our “on- <br />going” consultants at any time within 30 days of completion of the Parks Master Plan based on <br />the proposal they submitted. Staff feels this approach lets us gauge our satisfaction with their <br />work/approach before making a formal commitment. Given the fact the Master Plan process <br />will be our major focus, the need for on-going consulting services should be minimal during this <br />time. <br /> <br />Subject to any revisions we agree to with SEH prior to Wednesday’s meeting, staff <br />recommends the Commission recommend approval of the attached agreement to the City <br />Council.
