STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Heidi Heller, City Clerk

DATE: July 21, 2017

RE: Upcoming Planning Commission Vacancy & Commission Interview Process

Planning Commission Vacancy
Al Davison has informed Staff that he is moving out of the City and will be resigning from the
Planning Commission in September. His 3-year term ends December 31, 2017. There is a list of
two candidates, Eric Thorson and Dawn Kulousek, that were recently interviewed for the
Planning Commission, but not appointed. The City Council can choose to appoint one of these
applicants, or Staff can advertise for the vacancy.

Staff requests direction on how to proceed with the upcoming Planning Commission
vacancy.

Commission Interview Process
There has been no formal process for deciding which Council member will be part of the
interview committees for the Planning or Parks & Recreation Commissions. Staff has generally
simply scheduled the first Council member who responds and agrees to participate. The Council
could choose to create a formal interview committee or process to determine which Council
member(s) will participate.

The City Code states:
Citizens applying for seats on the Planning Commission shall be interviewed by the
Mayor and one City Council member, or two Council members if the Mayor is not
available; the Chair or Vice Chair of the Commission; and the City Administrator (Parks
& Rec/Community Services Manager for the Parks Commission).

Staff requests direction if the Council chooses a formal interview committee selection
process.
