<br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br />DATE: August 9, 2017 <br /> <br />RE: Update – Hoggsbreath Conditions <br /> <br />Since the agenda memo went out, a few additional comments have been received. They are as follows: <br /> <br />• From Tom Duray - I have an idea that might work out better for controlling the noise on the <br />patio. That noise I believe is coming more from the top of patio smoking area. The lower deck <br />area is kind of hidden and much lower so the sound doesn't from it as well. The upper part is <br />higher and I think the crowd noise carries over the top of the block wall. If we put Plexiglas all <br />along the east patio Windows I believe that would greatly reduce the sound traveling towards <br />Terrace Heights. <br />• From Tom Duray - I was going through the conditions you sent me and had questions on two <br />items. The first involved clearing the deck of patrons at 1:00 A.M. I don't recall talking about <br />that at the meeting on Wednesday. We could turn off the music at 1:00 A.M. What we have <br />been doing is stopping the music at 1:30 and let everyone finished their drinks and leave in a <br />controlled manner so everyone doesn't leave at one time. However, if we push the people from <br />the patio at 1:00 AM into the bar area, that will cause everyone to start leaving at the same <br />time and could cause more problems outside. If we stop the music at 1:00 A.M., basically <br />everyone will get up and leave on their own in more of a spaced out time. The second item was <br />the checking of purses and wanting with a metal detector would only be done on Fridays and <br />Saturday nights and everything else done seven days a week and we would have the metal <br />detector available on other days if there was someone who looked suspicious. Note: I told <br />Tom he was correct that the intent was the weekends or when there was entertainment. <br />From Rich Clark of Ramsey County Sheriff’s Department: <br /> You may want to consider no sports team apparel for dress code as these are known to be gang <br />identifiers. <br /> I would suggest he have a minimum of 2 security officers in the parking lot doing aggressive <br />patrols at all times after 10 pm. Do not allow any loitering in the lot. <br /> I would suggest the “clearing notice” to be announced at 1:30 a.m. when the music stops (so <br />people will actually hear it). Lights should also be turned up at this point for safety and to get <br />some people to push out early to avoid issues. <br />We also received an anonymous letter regarding the conditions we are considering. It is attached for <br />your review. <br />2
