MINUTES <br />CITY COUNCIL WORKSHOP <br />JULY 26, 2017 <br />Montour asked if the City could rescind a 2am liquor license if the City felt <br />there were too many calls for service. The City Attorney stated that the new <br />language would allow the City to add specific conditions on their license. <br />Fischer asked if designating a dress code would be possible. The City Attorney <br />replied that could be a condition, and if there is a written sign visible to <br />attendees, the security staff can enforce those rules much easier. <br />Deputy Clark stated that it would be helpful if the Sheriff's Department would <br />patrol the parking lots starting at 10:00pm, and if security staff would not allow <br />loitering outside or in vehicles at all. He noted that a Sheriff's Deputy saw one <br />of the Hoggsbreath security staff wearing a gun the night of the incident and he <br />is not in favor of that. <br />The City Administrator asked if the Chapter 703 language is what the Council <br />was thinking. His concern is that the language states that conditions can be put <br />on at issuing a new license or renewal. He noted that at this point the license has <br />already been issued for the year, but maybe the City could negotiate with the <br />license holder to add conditions in order to avoid revocation or suspension of a <br />liquor license. The City Attorney stated that the restrictions can be added on a <br />case by case basis as needed if agreed to be the owner. <br />McGraw stated that he would rather be proactive rather than just reactive, and <br />have the rules be applicable for all liquor licensed establishments in the city. He <br />also questioned if the City could temporarily shut an establishment down <br />immediately due to an incident. Deputy Clark stated they would want <br />something in the ordinance that gives them some teeth to enforce a shutdown <br />rather than it only being a judgement call. McGraw stated that the City needs to <br />figure out how to handle this enforcement and make -sure that policies are being <br />followed. <br />There being no further business, the workshop was adjourned at 7:28 p.m. <br />John .
