MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2017 <br /> <br /> - 6 - <br /> <br /> Sandell clarified that the only people who could rent outdoor storage space <br />are business owners, not the general public who want to park their <br />snowmobiles there. He noted that by amending the I-1 code, it would be <br />opening up this opportunity for all I-1 zoned properties. The Associate <br />Planner stated that was correct. <br /> <br /> Johnson asked if there was any way to allow this in a less sweeping way, <br />such as by making some exceptions on this site rather than changing the <br />broader ordinances. The Planning Associate stated that the Interim Use <br />Permit conditions could be changed, but that would still leave those <br />conditions open to anyone in the I-1 district who met those conditions. <br /> <br /> Johnson suggested changing the interim use permit conditions in order to <br />lessen who could have exceptions. The Planning Associate explained that <br />by doing that, it still affects all of the I-1 properties since anyone in the I-1 <br />zoning district could apply for an interim use permit. Mr. Jim Schwalbach <br />clarified those approvals would be on a case by case basis. <br /> <br /> Discussion ensued on how the Planning Commission felt towards tabling <br />the matter or making a recommendation. Mr. Jim Schwalbach stated he <br />would prefer the Commission make a recommendation and bring this to the <br />City Council versus tabling the item. <br /> <br />Sandell stated that he is torn between this owner seeming to have a good <br />case, but he is not in favor of loosening the outdoor storage standards in <br />general. He noted that a good point was made about what is the difference <br />between the tenant being able to use the outdoor storage versus an outside <br />business using it but they need to get a permit. Buesing noted that Staff is <br />not recommending approval. <br /> <br />Sandell recommended denying the PUD Amendment to allow outdoor <br />storage to non-building tenants at 3100 Country Drive, by supporting the <br />staff comments and findings. <br /> <br />Motion seconded by Kwapick. <br />Motion carried 4 – 0. <br /> <br /> <br /> The City Planner noted that Staff has been collecting data from the survey <br />for the Comprehensive Plan and Parks Master Plan, and Staff and members <br />of the Parks Commission, and Planning Commissioner Buesing spent time <br />at Canadian Days over the weekend talking to residents and gathering <br />comments. <br /> <br />COMPREHENSIVE <br />PLAN UPDATE <br />
