MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2017 <br />CONSIDER A 3.2 <br />The City Clerk explained that Nathan Badger, owner of TNT Billiard <br />BEER LIQUOR <br />Products and Pool Hall has applied for a 3.2 malt liquor license and all <br />LICENSE FOR <br />required materials have been submitted, and a satisfactory background <br />TNT BILLIARD <br />check by the Ramsey County Sheriff s Department has been received. <br />PRODUCTS & <br />She noted that this license was contingent on the approval of the PUD <br />POOL HALL <br />Amendment that was approved earlier this evening. She reported that a <br />3.2 liquor license is the only license available to Mr. Badger since all of <br />the intoxicating liquor licenses have been issued that the City Code allows, <br />and they are not a restaurant so they do not qualify for a wine & strong <br />beer license. She stated that Staff recommends approval of 3.2 liquor and <br />Sunday Sales licenses for TNT Billiard Products. She noted that the <br />applicant would like to address the Council. <br />Tom Kjos asked the Council if they would be willing to consider anything <br />other than a 3.2 liquor license since he is concerned that his customers will <br />not be satisfied with that. He noted that their average age of their <br />customers is mid -30's. The City Clerk stated that the Council could <br />consider a more specific intoxicating liquor license if they are interested in <br />increasing the number of licenses issued. There was Council consensus to <br />have Staff bring back options for liquor licenses for this business, and the <br />fee for the 3.2 license could be applied towards another liquor license if <br />they end up having that option. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-8-146 — APPROVING A 3.2 LIQUOR LICENSE <br />AND SUNDAY SALES LICENSE FOR TNT BILLIARD PRODUCTS <br />AND POOL HALL AT 80 LITTLE CANADA ROAD EAST <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />HOGGSBREATH The City Administrator stated that Mr. Duray's attorney has been out of <br />LICENSE town and has not had a chance to review it, but should be done by <br />RESTRICTIONS Monday. McGraw stated that he would rather meet as a Council to decide <br />this. The City Administrator stated that the Council could call a special <br />meeting next week in order to not have to wait until the next Council <br />meeting. <br />
