MINUTES
PARKS & RECREATION COMMISSION
September 7, 2017
statement, in which lifestyle was changed to community. The statement
reads:

Little Canada’s Park System supports the principles of active
living and recognizes that parks, recreation, and trails are key
components to an active and healthy community.

The fourth statement was tabled for further discussion.

Springer reported the next steps of the plan involved individual listening
sessions with each of the Commission members, and group listening
sessions with the LCRA and two other yet to-be determined groups. Once
this was completed, she stated, SEH would finalize the needs assessment.
Springer explained there were more community engagement components
as well including a pop-up event at Rondeau Park to hear from different
populations including the youth. Springer asked if anyone knew a Hmong
community member that could connect the Hmong population with SEH
to hear their input for the plan. Horwath suggested former Parks and
Recreation Commission Chair Kong Vang. Chu suggested schools also be
asked for their input. Horwath noted there are quite a few upcoming
events at Little Canada Elementary School that might be able to
accommodate some kind of engagement session. The Community Services
Manager stated he would look at the schedule of events and see if there
was something that would work to gather youth input. Springer stated she
would coordinate with The Community Services Manager for further
youth input.

The Community Services Manager reported the Gilbertson Field
Maintenance will begin soon and the LCRA has graciously offered to fund
the updates and maintenance. He explained two quotes were received for
the fencing and the City decided to choose the black vinyl for $25,875.
The Community Services Manager stated the LCRA asked to have a
crown backstop instead of one that goes straight up. He noted this would
cost $1600, but was already included in the quote. The Community
Services Manager explained a fence guard was also being put in for
$2500. He noted this would protect the fencing and allow for more
efficient maintenance. The Community Services Manager stated the City
had only received one bid on the concrete so far, and they were looking
for a couple more to compare the price. The first quote was about $14,000.
The Community Services Manager reported Frattalone would be doing the
field repair for $2500, which was the lowest bid. Horwath asked if a
conduit would be put in under the pitching mound to allow for electricity
for a pitching machine. The Community Services Manager explained a
conduit would be placed, but he wasn’t sure about the electricity. He noted
a drinking fountain will also be replaced for about $3000 - $4000.
