<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: September 8, 2017 <br /> <br />RE: 3300 Rice Street, Hearth Development – PUD Amendment <br /> <br />Hearth Development (aka Cardigan Ridge) at 3300 Rice Street is requesting a PUD Amendment to <br />allow permanent signage in excess of that allowed by code and the addition of a recreational building <br />(i.e. gazebo) to the property. Cardigan Ridge is a 118 unit senior housing facility that opened in June. <br />They offer independent living, assisted living, and memory care services for seniors. The subject <br />parcel is zoned PUD, Planned Unit Development with a guided use consistent with the City’s R-3, High <br />Density Residential zoning. <br /> <br />Analysis <br />Under 907.030.C. in the R-3, High Density Residential code, a recreational facility that is accessory to <br />the principal use for residents and their guests are allowed as a permitted use (code language <br />provided below). <br /> <br />907.030.C – R-3 High Density Residential District Permitted Accessory Uses: <br />C. Swimming pool, tennis courts and other recreational facilities which are operated for the <br />enjoyment and convenience of the residents of the principal use and their guests. <br /> <br />The proposed gazebo would be approximately 20’x20’. No other details were provided by the <br />applicant about the design and/or materials of the gazebo. The site plan submitted by the applicant <br />does not show the setback of the accessory building from the pond. Although it appears to meet the <br />requirement, staff has requested this additional information to ensure compliance. The reason for <br />having this reviewed as a PUD Amendment is to ensure that the design and materials used are <br />complimentary and consistent with the building. Additionally, the applicant is proposing that the <br />existing wood chip trail around the ponding area be changed to allow for an asphalt trail. They’ve <br />indicated the existing wood chip trail has been a challenge for seniors with walkers or a wheelchair. <br />By changing the material and paving this trail, the residents of the senior housing facility will be able <br />to better utilize and enjoy the grounds. The City Engineer has reviewed the proposed asphalt trail <br />and has the following comments: <br /> <br /> The Ramsey Washington Watershed District should provide comment on paving the <br />existing woodchip trail as it is believed this was within a wetland setback limit. They will <br />need to grant approval as well in order for this to be accomplished.
