<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> Lauri Pickett, Utility Billing Clerk <br /> <br />DATE: September 22, 2017 <br /> <br />RE: Ordinance 818, Amending Chapter 1601.300, Water Rates and Collection of <br />Charges <br /> <br /> <br />The process for billing residential multi-units has been to charge the quarterly water service <br />charge rate multiplied by the number of units within that property. Therefore, duplexes have <br />been billed 2 x 13.50 (2017 water service charge rate), four-plexes billed a total of 4 x $13.50, <br />and larger complexes like The Lodge with 79 living units have been billed 79 x $13.50. <br />However, with the recent Cardigan Ridge going up and getting an account set up for them, it has <br />come to our attention that the City Code reads differently than what we have been billing <br />consistently for many years. The Code reads to bill per SAC unit. In this case, The Lodge would <br />have been billed at 63 x $13.50 which is the SAC determined by Met Council. This is true for <br />the rest of the complexes including Northstar Estates, Montreal Courts, etc. If we can make <br />changes to the Code written above, we can continue to bill as we have been in the past. <br />It should be noted that SAC units relate to sewer availability charge and do not have a direct <br />correlation to our water availability charge. <br />Staff recommends the Council adopt Ordinance 818, amending Chapter 1601.300, Water <br />Rates and Collection of Charges. <br /> <br /> <br />
