<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: September 22, 2017 <br /> <br />RE: Ordinance 817, Amending Ch. 703, Intoxicating Liquor Licenses <br /> <br /> <br /> <br />The Council directed Staff at the September 13, 2017 meeting to draft an amendment to the City <br />Code to allow for a sixth intoxicating liquor license, along with adding conditions relating to the <br />type of liquor allowed to sell and hours of liquor sales for an intoxicating liquor license at a <br />billiard/pool hall. Staff has drafted Ordinance 817 for the Council to discuss. <br /> <br />The Council also asked Staff to review liquor license fees and make a recommendation on a <br />reduced liquor license fee for billiard/pool halls given the limitations on the type of liquor they <br />can sell. Staff recommends the annual fee for an intoxicating liquor license for billiard/pool halls <br />only be $1,000. This will cover the costs for adding and administering the additional license. <br />An amendment to the fee schedule will occur at the next meeting. <br /> <br />Current Liquor License Fees: <br />$719 - On-Sale Wine <br />$4,981 - On-Sale Intoxicating <br />$200 - On-Sale Sunday <br />$150 - On-Sale 3.2 <br />$150 - Off-Sale 3.2 <br />$310 - Off-Sale Liquor ($100 Reduction if in compliance with SS 340A.408 Subd. 3) <br />2 a.m. License - ½ of State License Fee <br />$35 – Temporary Liquor <br /> <br /> <br />Staff recommends the Council review the proposed code amendments for intoxicating <br />liquor license restrictions at a pool hall, and if agreeable, adopt Ordinance 817. <br /> <br />
