<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> Sharon Provos, Finance Director <br /> <br />DATE: September 22, 2017 <br /> <br />RE: 2018 Preliminary Levy <br /> <br /> <br />At our last meeting, we held off setting the 2018 preliminary levy due to uncertainty involving <br />Falcon Heights’ impact on our Sheriff’s costs. While that issue is not totally finalized, they <br />have included the proposed Sheriff’s costs in the levy certification. The contract itself is in the <br />process of being finalized. <br /> <br />As a result of that information coupled with the use of the decertification of Tax Increment <br />Financing District #3-2, staff is recommending the City Council certify a preliminary levy <br />of $3,181,224 which represents an increase of $150,000 or a 4.95% increase over 2017. <br />This amount is the equivalent of a 0% levy without decertifying TIF 3-2. (See Levy Sheet <br />Attached) <br /> <br />If the Council agrees with Staff’s recommendation, we will still need to make a combination <br />of expense reductions or revenue increases totaling approximately $29,000 in the General <br />Fund over the preliminary budget numbers. Staff believes this is a realistic target to attain <br />before we finalize the 2018 Budget.
