<br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: September 27, 2017 <br /> <br />RE: Approve Exterior Enhancement Payment to 3100 Country Drive, LLC <br /> <br />Pursuant to the terms of our purchase agreement with Jim Schwalbach for the sale of the former <br />Public Works building at 3100 Country Drive, we agreed to provide an incentive for exterior <br />improvements made to the property. The language from the Purchase Agreement is as follows: <br />Exterior Enhancement Incentive: In consideration of the Buyer completing purchase of <br />the Property, the Seller will provide Buyer with matching funds on a one to one (1:1) <br />basis for up to FIFTY THOUSAND AND 00/100 DOLLARS ($50,000.00) to offset the <br />costs of enhancing the building’s façade that is visible from Country Drive. This would <br />include enhancements to the exterior of the building, landscaping, or other exterior site <br />improvements, all of which are visible from Country Drive. This Incentive is subject to <br />the Buyer providing Seller with a work scope listing and cost estimates of sufficient detail <br />that presents a clear expectation of the work to be undertaken. Said work scope and cost <br />estimates must be approved by the Seller’s City Council, at their sole discretion. Said <br />funds shall be paid upon the Seller satisfying itself that the exterior enhancements have <br />been made and Buyer providing evidence that said exterior enhancements have been paid <br />for on or before August 31, 2016. <br />As you will recall, we extended the date for completion of the work to August 31, 2017 due to <br />unexpected delays in closing the transaction. <br />This past Monday, Mr. Schwalbach submitted the invoices he believes are eligible for <br />reimbursement under the Exterior Incentive Enhancement provision. A breakdown of the work <br />completed and the related costs is as follows: <br />• Install gutters & downspouts……………………………………..…$1,824.50 <br />• Prep and paint building/overhead doors………………………….…$7,180.00 <br />• Landscaping………………………………………………………..$10,150.00 <br />• Overhead door repairs……………………………………………….$4,020.00 <br />• Stain for fence………………………………………………………….$161.97 <br />Total………………………………………..……….$23,336.47 <br /> 1:1 Match Payment $11,668.24 <br />2
