MINUTES <br />IMPROVEMENT HEARINGS <br />OCTOBER 17, 2017 <br />The City Administrator reported that anyone wishing to object to the <br />proposed assessment should do so in writing at this time. Submitting a <br />written objection will preserve the property owners right to contest the <br />assessment in District Court. There were no written objections received. <br />Property owner of 2622 Jackson Street asked if she had been assessed only <br />20% in 1995 when Jackson Street was improved. The City Engineer <br />stated he reviewed that when creating this assessment role, but will double <br />check and let her know. <br />Property owners of 146 Rose Place, stated that when the improvement <br />hearing was held, they were told that the amount would not increase in any <br />circumstance. They reported that when there was discussion about <br />removing the two properties, they were told that the City would pick up <br />the additional cost of these properties. Montour explained that the cost <br />went up because there are now fewer properties to divide the total cost <br />between. There was discussion from the attendees about how long the <br />project took to complete. <br />There were nine attendees and no additional comments from the general <br />public. <br />Upon motion by Keis, seconded by Fischer, the assessment hearing was <br />closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-10-191— ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2017-03, ROSE PLACE (JACKSON <br />STREET TO LAKESHORE A VENUE) AND LAKESHORE A VENUE <br />(FROM LAKE STREET, NORTH TO THE CUL -DE -SA Q <br />CONSISTING OF RECONSTR UCTIONAS RECOMMENDED BY <br />CITY STAFF, AT THE IMPROVEMENT HEARING STATED COST <br />OF $6,194.04 PER UNIT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2017-04 special assessments for Improvement No. 2017-04, Keller Parkway by <br />KELLER mill and overlay. <br />PARKWAY <br />5 <br />
