<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Sharon Provos, Finance Director <br /> <br />DATE: October 19, 2017 <br /> <br />RE: Accepting Charge Card Payments <br /> <br /> <br />After extensive research, Staff is recommending Payment Service Network, Inc. (PSN) as the <br />authorized payment processor for charge card payments. The main reasons for this <br />recommendation is that PSN can be partially or fully integrated with our financial software <br />(Springbrook), charges the lowest fee to our customers/residents, can handle charge card <br />payments for utility billing and miscellaneous general bills, such as permits and licenses and <br />allows for direct service charge payments to them from our customers. <br /> <br />The implementation and service fees would be a one-time implementation fee of $149, an annual <br />security fee of $89 and a monthly credit card terminal maintenance fee of $4.95. Our customers <br />would be billed 2.75% of the payment amount (plus 50¢ if transaction is under $100) directly by <br />PSN at the time of the transaction. If the customer choses to do an e-check transfer from their <br />savings or checking account instead, the flat fee would be $1.00 (see attached). <br /> <br />In order to integrate the charge card payments with our software, Accela (Springbrook) would <br />charge us a one-time set-up fee of $300 and an annual subscription fee of $1,782 for the 3rd party <br />interface (see attached). <br /> <br />Staff is recommending Payment Service Network, Inc. (PSN) as the authorized payment <br />processor for charge card payments and approving the 3rd party interface fees from Accela. <br /> <br />
