TO: Mayor Keis and Members of City Council

FROM: Bill Dircks, Public Works Director

DATE: October 25, 2017

RE: Bryce Shearen On-Call Status

Back when Bryce Shearen started his new position with the City, he agreed to continue taking a turn
being on call in the Public Works Department. The original report, which is included with this memo,
stated that he would transition out of being on call once the new employee, Todd Jagoe, was ready to
be on call or on October 1st. In the interim, another full time employee left the City. Mr. Jagoe joined
the on-call rotation in August when the other employee left. So, with Shearen included, the
department has five on-call employees, which is the normal number.
Staff is recommending extending the time period for Mr. Shearen to be on call to allow the new
apprentice employee to get properly trained with the City and ready to be on call. Staff believes four
additional months will suffice so a new ending date of March 1, 2018 is recommended. If Mr. Shearen
becomes over-taxed with his Community Services and Parks duties he will be taken out of the on-call
rotation. To date he said it has not been an issue and is happy to help out the Public Works
Department.

10
