TO: Mayor Keis and Members of City Council

FROM: Bill Dircks, Public Works Director

DATE: October 25, 2017

RE: Public Works Apprentice Position

Fourteen applications were received for the Public Works Apprentice position. All fourteen applicants
were sent a supplemental questionnaire asking them to answer some questions using the Map Ramsey
GIS website and for a short writing sample. The pool was narrowed to five candidates – 3 external and
2 internal and those five were interviewed on Tuesday, October 24. It was a strong pool of candidates
and it is clear that there is a market for this type of position for those who aspire to start a career in
public works.
Following the interview process it was determined that Alex Evenson was the top candidate for the
job. Mr. Evenson has been a seasonal at Little Canada for the past four years. He spent the first three
years primarily performing parks maintenance, but expanded his role to streets, sewer, and water
operations this summer. He was particularly adept with the new sewer camera and has a high
proficiency with computers. He is a graduate of St. Thomas University with a degree in Psychology.
He worked in the psychology field for six months and determined it was not the right fit for him. He
decided to pursue a career in public works and has aspirations of getting into public works
management in the future.
Both the Parks Supervisor and Public Works Supervisor have spoken highly of Mr. Evenson’s work
ethic and abilities. He has demonstrated a great attitude along with aptitude and has shown a
willingness to learn and try everything.
Staff recommends approving the hiring of Alex Evenson for the Public Works Apprentice position.
The starting wage is $14.25 per hour with an adjustment at six months to $15.25 per hour. His wage at
one year will be $16.00 plus any cost of living adjustment that is made. Once he obtains his
Commercial Driver’s License he will receive an increase of $0.25 per hour. He can also earn an
additional $0.50 per hour when it is determined he is ready to join the on-call rotation.

12
