STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bryce Shearen, Parks & Recreation/Community Services Manager

DATE: October 27, 2017
RE: Consideration for a Permanent Off-Leash Dog Park

At the last Commission meeting on October 5, 2017, the Commission discussed that a permanent
off-leash dog park was of interest but the right location was not evident. Staff has continued to
research the current utilization of the off-leash dog park at the Demont Hockey Rink and see if
another location is needed. The average utilization of the Demont Rink off-leash area is
approximately 5 dogs per day.

Included is a map showing the off-leash dog areas in Ramsey County. After reviewing the
surrounding community dog parks, the Demont Rink size seems to be on par with what other
smaller cities have done.

Name City Size
1 Community Park Lauderdale 0.3 acres
2 Meeker Island St. Paul 7 acres
3 High Bridge St. Paul 7 acres
4 Lowertown St. Paul 0.4 acres
5 Battle Creek Maplewood 35 acres
6 Arlington/Arkwright St. Paul 4.5 acres
7 Woodview Roseville 4 acres
8 Demont Rink Little Canada 0.3 acres
9 Hazelnut Park Arden Hills 0.9 acres
10 Perry Park Arden Hills 0.3 acres
11 Rice Creek Shoreview 13 acres
12 Bald Eagle/Otter Lakes White Bear Township 10 acres

Staff is recommending one more year/season to evaluate the need of an additional dog park and to
see if there is a need for a year round off-leash area for the Little Canada Residents.
