MINUTES <br />PARKS & RECREATION COMMISSION <br />October 5, 2017 <br />Horwath asked if there would be space in the area that was going to be <br />cleared in Spooner Park. He explained that would be a little bit further <br />from existing residences, compared to the spaces identified in Thunder <br />Bay Park. The Community Services Manager stated it was difficult to <br />identify spaces in Spooner and Pioneer Parks because of Canadian Days <br />and potential wow park. He noted if Spooner Park was a location the <br />Commission wanted to pursue, it would be important to involve the <br />Canadian Days Committee. Horwath stated he was concerned that new <br />uses in the parks would burden existing parking. The Community Services <br />Manager explained the existing dog park is experiencing visitors almost <br />daily, and creating a dog park had been identified in the community <br />survey so it would be necessary to look into demand. He noted adding <br />parking would increase the cost substantially. Chair Miller stated he liked <br />the Spooner Park option, and agreed a year round option would be <br />necessary. The Community Services Manager explained the Fireman’s <br />Trail is plowed during the winter with the exception of the steep area off <br />Little Canada Road, so there would be trail access if Spooner Park was <br />choosen. <br /> <br />Darling stated Thunder Bay Park should be kept on the list. Horwath noted <br />on street parking is already being used and adding an additional use may <br />over burden the neighborhood. Councilman Fischer stated the space under <br />the powerlines was an underserved area, and bringing an additional use to <br />the area may help maximize its potential. The Community Services <br />Manager explained there was there may be land available to use off <br />Edgerton on both sides, underneath the powerlines. He noted parking <br />would be an issue. Horwath asked if there was space on Payne Avenue <br />near the future extension of the powerline trail. The Community Services <br />Manager stated the space would be very small. <br /> <br />The Community Services Manager stated it may take time to find the right <br />space. He noted Hastings was able to create the dog park because land that <br />couldn’t be developed was donated to the City. Chair Miller suggested <br />waiting to see usage at the Demont Avenue site. Horwath suggested the <br />space in Spooner continue to be investigated. Darling stated she would <br />like to see park uses spread out across all of Little Canada Parks. Chair <br />Miller suggested spaces continue to be investigated, and to examine the <br />need for a year round off-leash dog park. <br /> <br /> <br />The Community Services Manager reported staff had identified spaces for <br />a community garden. He noted access to water was critical, but Public <br />Works suggested creating a small 100 – 200 gallon water tower. The <br />Community Services Manager stated potential costs would include fencing <br />for $27/linear foot, a small shed for $1500, signage for $500, tools, wood <br />containers, soil, and water. He stated potential partnerships included the <br />COMMUNITY <br />GARDEN
