MINUTES <br />PARKS & RECREATION COMMISSION <br />October 5, 2017 <br />before soil testing is done. Ray asked if the sand would have to be <br />removed from location one where the volleyball court had once been. The <br />Community Services Manager was unsure what type of soil was needed. <br /> <br />Chair Miller agreed a community garden had not been identified in the <br />community survey, and the need should be examined before a decision is <br />made. He noted more information would also be needed as to the <br />preparation that would be required. Horwath suggested looking at the <br />locations in person for both the community garden and the dog park. <br />Sullivan stated photos from other community gardens would also be good <br />so as to better understand what the gardens need. She suggested taking <br />Pioneer Park option two off of the list, since that would not benefit as a <br />gardening space. <br /> <br /> <br />The City Administrator stated the prioritization list had been updated to <br />include the comments from the previous meeting. He asked the <br />Commission to continue discussing the projects and reevaluating as <br />necessary. <br /> <br />The City Administrator reported the City Engineer had prepared cost <br />estimates to expand parking in Spooner Park. He noted the current parking <br />lot doesn’t meet current zoning standards. The City Administrator <br />proposed building a separate parking lot that could be tied into the existing <br />parking lot, once the current lot needed to be repaired. He stated between <br />42 and 48 parking spaces could be added for about $60,000. The City <br />Administrator reported he had asked the Canadian Days Committee for <br />input, but explained more planning would be needed before a parking lot <br />was built. He stated for the prioritization list, the project and estimate <br />would provide enough information to add to the list. <br /> <br />The City Administrator reported he had met with Ramsey County about <br />the Edgerton Street tunnel. He stated the County was planning to resurface <br />Edgerton Street in 2019 or 2020. The City Administrator explained the <br />City Engineer’s preliminary estimate was $360,000, but this included a <br />10’ by 14’ box culvert. After talking with the County, he stated the culvert <br />would only need to be 8’ high. The City Administrator noted during <br />unweave the weave, the City had put a storm sewer running south on <br />Edgerton Street that would have to be extended to keep water out of the <br />culvert. He explained Edgerton Street would also have to be raised to <br />accommodate the tunnel underneath. The City Administrator reported the <br />overall conversation with the County went very well, and the County <br />agreed the cost should be split in half between the City and the County. He <br />explained the County had the same safety, activation, and attention issues <br />with a signalized crosswalk as he did, and a culvert eliminated those <br />issues. He stated there was a long ways to go, but this project, in <br />2018 BUDGET <br />PLANNING
