7. Stands should be discretely placed so as not to be visible from other residential <br />structures in the area or from public road right-of-way. They should be located at least <br />30 yards from property lines. <br />8. Shots should be taken at a reasonable distance and in a sportsmanlike manner that will permit <br />a clean kill. <br />9. Hunters must have a flashlight and a warning whistle within easy reach during entry, egress, <br />and while on stand. A cell phone is also recommended. <br />10. All hunters must use a fall restraint harness while on stand. Hunters also must utilize a <br />lineman’s strap or climbing rope that attaches to the tree and to the harness, during ascending <br />and descending access operations. <br />11. Only Treestand Manufacturer’s Association (TMA) approved stands/ steps are acceptable. <br />Use of any homemade stands/steps is prohibited for safety reasons. <br />12. Entrails from deer taken during this hunt should be buried on site. <br />13. Only deer may be taken during special hunts. No other animals may be taken. <br />14. The Sculley Property hunters shall maintain a log of hunt dates and times, party members, <br />the number of deer taken by sex, the tag number registered with each deer taken, and the <br />number of unrecovered deer. This information shall be provided at the conclusion of the <br />hunt or within 24 hours after being requested by the City. <br />15. Hunters cannot track deer outside of designated Sculley property. If deer retrieval is <br />required outside of the Sculley property, the hunter must obtain written landowner <br />permission before tracking deer onto other properties. If confrontations seem likely, <br />then the Ramsey County Sheriff’s Department shall be contacted before pursuing <br />recovery. The City shall be notified no later than the next working day of any “off <br />property” tracking that occurred and be provided with copies of all permission slips.
