such, the proposal appears to meet the required zoning regulations that are applicable
to the proposal.

For the architectural review, staff makes the following comments:

1. The proposed building is not consistent with the original direction of the
architectural guidelines. However, the guidelines allow flexibility if the City finds
that the proposed design and materials are consistent with the intent. The City
should consider the proposed architectural metal construction as to its
acceptability under the general intent of the City’s architectural guidelines.

2. The applicant should consider additional treatment to the east side of the
building, such as clerestory windows, a continuation of the canopy design
element, or other treatment to improve the aesthetics of this exposure.

3. The applicant should add curb to the northwest line of the parking lot, per zoning
ordinance requirements.

4. The signage should be designed so that the lighter message is “reversed out” of
a darker background on the proposed backlit sign cabinets.

5. The applicant should specify the materials proposed for the exterior trash
enclosure, which should meet the requirements of the zoning ordinance and be
consistent with the materials approved by the City for the site and building.

6. The applicants should provide some portion of the exterior seating area with
alternative paving materials or colored pavement pattern to enhance this aspect
of the site design.

With these comments, planning staff recommends approval for the architectural review
of the proposed Taqueria restaurant.

pc: Joel Hanson
Jessica Jagoe
Steve Westerhaus
Lee Elfering
