NEIGHBORHOOD MEETING MINUTES <br />LAKESHORE AVE./OLD COUNTY ROAD C/JACKSON ST <br />WEDNESDAY, NOVEMBER 15, 2017 <br />6:00 P.M. <br /> <br />The City Engineer welcomed those present to the neighborhood meeting regarding the <br />mill and overlay and associated work on Lakeshore Avenue, Old County Road C, and <br />Jackson Street. See sign-in sheet for those in attendance. <br /> <br />The City Engineer introduced himself, Mr. Lee Elfering of Elfering & Associates, Mr. <br />Joel Hanson, City Adminsitrator, and Mr. Bill Dircks, Public Works Director. <br /> <br />The City Engineer explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br /> <br />At this point, the City Engineer, Mr. Elfering, reviewed the Powerpoint presentation with <br />those who were present. He explained in detail existing conditions and the proposed <br />improvements. Mr. Elfering indicated that the proposed improvement as it stands now <br />would be to mill off the top two inches of existing asphalt and overlay the entire surface <br />with new pavement. Concrete curb that is cracked or holding water would be replaced, <br />concrete valley gutters would be installed at the intersections of Australian and Bluwood, <br />and gate valves and fire hydrant leads would be dug up and repaired as necessary. <br /> <br />Mr. Elfering then explained the City’s Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br /> <br />At the conclusion of Mr. Elfering’s presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br /> <br /> There was a comment regarding the fact that this is a busy set of streets that <br />many cars use besides the abutting homeowners. The feeling was the abutting <br />homeowners should not be assessed. Mr. Elfering stated that it is the City’s <br />policy to treat every street the same regardless of the amount of traffic it sees. It <br />is the most equitable way to handle it. <br /> <br /> It was asked if speed bumps could be installed at certain points of the streets. <br />Mr. Elfering answered that we can discuss them but added that it is very difficult <br />to maintain the streets in the winter if they have speed bumps. A discussion <br />followed regarding the speed of traffic throughout the corridor. The stop sign <br />located at Lake St. and Jackson has been an issue for years and does not slow <br />traffic. Cars run the signs all of the time. Cars also take the two ninety degree <br />turns much too fast. A resident mentioned that there used to be yellow 15 MPH <br />signs posted but they are gone now. Mr. Elfering said they would look into the
