NEIGHBORHOOD MEETING MINUTES
PARKVIEW COURT
WEDNESDAY, NOVEMBER 15, 2017
6:40 P.M.

The City Engineer welcomed those present to the neighborhood meeting regarding the
proposed street rehabilitation project on Parkview Court. See sign-in sheet for those in
attendance.

The City Engineer introduced himself, Mr. Lee Elfering of Elfering & Associates, Mr.
Joel Hanson, City Adminsitrator, and Mr. Bill Dircks, Public Works Director.

The City Engineer explained the neighborhood meeting process whereby the City
provides residents of the proposed construction area with the basic information, obtains
their input on the nature of the project, and then decides how to proceed from there.

At this point, the City Engineer, Mr. Elfering, reviewed the Powerpoint presentation with
those who were present. He explained in detail existing conditions and the proposed
improvements. Mr. Elfering indicated that the proposed improvement as it stands now
would be to mill off the top two inches of existing asphalt and overlay the entire surface
with new pavement. All of the concrete curb away will be replaced since most of it has
been eroding away and gate valves and fire hydrant leads would be dug up and repaired
as necessary.

Mr. Elfering then explained the City’s Assessment Policy, a proposed construction
schedule, and potential construction issues that have occurred in the past.

At the conclusion of Mr. Elfering’s presentation, the residents were asked for comments
or questions regarding anything that had been presented. The following is a summary of
that discussion:

 A resident asked what type of curb will be going in. Mr. Elfering stated that it
would be replaced with surmountable curb, which is the same style currently on
the street. The driveways could be depressed more so the entrance to the
driveway is smoother, but that involves lowering the driveways to match, which
is more expensive. Those in attendance were in favor of depressing the
driveways for a smoother entrance. Mr. Elfering said he would look at the
driveways and put something together.

At this point the City Engineer asked for the general sentiment on moving forward with
the project. The general sentiment seemed to be for moving forward at this time. The
City Engineer said he would pass along the feeling of the neighborhood to the City
Council and a public hearing would be scheduled. The City Engineer thanked the
residents of Parkview Court for attending the meeting.
