Disruption for <br />traffic and businesses would be longer if the county is not able to start construction this <br />year, she added. If municipal consent is not granted, a panel of three would decide the fate <br />of the bridge: one person appointed by the nonconsenting city, one by the county and one <br />mutually agreed-upon person. <br />The bridge is also almost 60 years old. The bridge has been owned by the county since <br />1999, when MnDOT passed on ownership. MnDOT had committed to replacing the bridge <br />but had only committed $3 million for about 10 years from now, Engum said, so the county <br />pursued other funding options. <br />The 2017 state Legislature granted $20.5 million in funding. The county also received $7 <br />million in federal funding for the bridge. The county will earmark $2 million and cities will <br />contribute $1.6 million for trails and drainage. MnDOT is also expected to contribute a <br />portion. <br />In other action, the City Council: <br />• Approved a minor subdivision on Koehler Road. The 2.3-acre site on the south side <br />between Edgerton Street and Searle Court will be split into two lots for single-family <br />homes. <br />• Approved a contract for $24,000 with Lockridge Grindal Nauen PLLP for legislative <br />lobbying services for 2018. The company has worked with the city in the past on the White <br />Bear Lake augmentation project and Rice Street bridge project. <br />• Approved a letter of support for a 2017-2018 Minnesota Safe Routes to School planning <br />assistance grant application.
